In 2024, BCS LLC and Allegient Defense merged and today the two companies’ combined energy- and defense-heavy portfolios put BCS Allegient at the intersection of the most pressing, persistent areas of focus for the U.S. government and the world.

Alain R. Williams

Chief Executive Officer

Dr. Williams has over 25 years of experience providing management and strategy services and extensive experience in strategic planning, business architecture, organization and governance structure design, and performance and change management. He is a former Accenture executive and in this role he advised Fortune 500 companies, federal and state government agencies—civilian and defense—and multilateral organizations. He holds a Doctorate degree in Organization Change and Leadership from the University of Southern California, a Master of Science degree in Management Studies from the Massachusetts Institute of Technology (MIT) Sloan School of Management, a Master of Science degree in Real Estate Development from the MIT Center for Real Estate, and aBachelor of Arts degree from Harvard University . He is also a fellow of the Princeton University School of Public and International Affairs.

Angel Diaz

Chief Development Officer

Dr. Angel Diaz founded Allegient Defense in 2011 and successfully grew and led it through its merger with BCS in 2024. Today, he serves as BCS Allegient’s Chief Development Officer helping to ensure the business continues its solid revenue, capability and customer growth trajectory. Prior to founding Allegient Defense, Dr. Diaz held senior roles at SRC, DARPA and USSOCOM. He is a U.S. Navy veteran and has also served as a Professor of Computer Information Systems at Strayer University. He holds a Doctor of Education degree in Executive Leadership and Human Organization Learning with an integrated study course in cybersecurity from George Washington University; a Master of Science degree in Management Information Systems and a Master of Business Administration from Strayer University; and a Bachelor of Science degree in Computer Studies from the University of Maryland Global Campus. 

Robert D. Naranjo, PMP

Executive Vice President, Energy & Environment

Mr. Naranjo has 20 years of experience in technical analysis and management, including 17 years supporting government clients. At BCS, he has led several analytical and outreach projects for a diverse range of clients in both the public and private sectors. This work includes managing and overseeing extensive research, industry, and market analysis; developing research and development portfolios and technology roadmaps; organizing and facilitating project and portfolio reviews; and providing meeting planning support. Mr. Naranjo has a Master of Business Administration degree from the University of Colorado Boulder’s Leeds School of Business and a Bachelor of Science degree in International Business from Georgetown University. He is a certified Project Management Professional® by the Project Management Institute®

Jerry Zeitler, PMP, PMI-ACP

Executive Vice President, Defense & Intelligence

Mr. Zeitler has spent his career directly and indirectly supporting critical federal agency missions. He is a former Supervisory IT Specialist at the FBI, a former senior management analyst at GDIT, and held senior roles with NTT Data Federal Services, Akima and Addx Corporation, among others. Mr. Zeitler spent 20 years in the U.S. Air Force, both as enlisted and as an officer, and gained a wealth of experience and knowledge in contemporary leadership, project, and resource management. Mr. Zeitler holds a Master of Science degree in Clinical Mental Health Counseling from Divine Mercy University, a Master of Science degree in Information Resource Management from Central Michigan University, and a Bachelor of Science degree in Management Information Systems from Park University.

Kenneth Green

Executive Vice President, National Labs & Field Sites

Mr. Green has more than 35 years of experience in the energy field including extensive experience supporting federal and state government programs in the areas of energy security, energy policy, and clean energy technologies. Mr. Green is also involved in corporate-level organizational planning and decision-making as well as engagement with prospective clients and partners. Mr. Green has supported clean energy and advanced technology research and development programs for nearly 30 years, facilitating strategic planning and technology road-mapping and performing program execution, stakeholder engagement and program evaluation services. He holds a Master of Business Administration in International Business from Thunderbird School of Global Management and a Bachelor of Science in Government and Politics from the University of Maryland. He is a certified Project Management Professional® by the Project Management Institute®. 

Kenneth Saenz

Senior Vice President

Mr. Saenz has more than 35 years of experience as a consulting practice leader and a business development executive. He heads Operations and the Defense Energy Division and provides strategic advising, business development, and corporate management to the company. Mr. Saenz has led multiple energy practices in the public and private sectors ranging from technology development and analysis, research and development, and program management to managing strategic client accounts in energy, transportation, consumer products, sports, entertainment, and telecommunications.  Mr. Saenz holds a Master of Business Administration from the University of Maryland’s Robert H. Smith School of Business and a Bachelor of Science in Aerospace Engineering from the University of Southern California.

Feridun Albayrak

Senior Vice President, Fossil Energy & Carbon Management 

Mr. Albayrak has 40 years of experience in the energy field and has been providing program and project management and technical support to the U.S. Department of Energy’s headquarters and field operations since 1978. His programmatic support areas include coal, oil, natural gas, and energy efficiency and renewable energy. During his career, he has managed and participated in the technical aspects of program planning, analysis, and evaluation; strategic planning and road-mapping; new initiatives development and implementation; technology transfer; communications and outreach; energy resources and technology assessments; supply and demand trends analysis; and environmental and legislative impact assessment. Mr. Albayrak has a Master of Science degree in Mineral Economics from Stanford University and a Bachelor of Science degree in Mining Engineering from Istanbul Technical University.

Devang Patel

Sr. Vice President, Business Development

Devang Patel is Senior Vice President of Business Development at BCS Allegient. He leads strategic growth initiatives, supporting federal clients like the Department of Defense, Homeland Security, and Energy. With over 20 years of experience, Devang transitioned from software engineering to sales engineering, using his technical skills to deliver impactful business solutions. His expertise extends to supporting the acquisition of companies, helping them grow from small to mid-market. This blend of technical and business development skills has driven growth in competitive markets. He holds a Top Secret (TS) clearance and is a certified Project Management Professional (PMP). Devang holds a Master’s degree in Information Security and IT Project Management from Villanova University and a Bachelor’s degree in Management Science from Penn State University.

Law Biddle

Vice President, Intelligence

Mr. Biddle leads the BCS Allegient IT Services portfolio, drawing on extensive expertise in the space and an illustrative career spanning both the private sector and military service. Mr. Biddle is a former consultant at Technical Services Corporation and a former systems engineer and State Department contractor with Glotech, Inc. Prior to those roles, Mr. Biddle spent 24 years in the U.S. Navy as an information systems technician. During this time he also served as a coordinator with the Department of Defense Information Services Agency (DISA) working from Bahrain. During his career, Mr. Biddle has earned numerous distinctions and certifications including Network + COMPTIA, ITIL V3 Foundations, Security + COMPTIA, Certified Ethical Hacker (CEH), and Navy Journeyman Instructor NEC 9502.

Tenley Dalstrom

Vice President, Clean Energy

Ms. Dalstrom leads the BCS Allegient Clean Energy portfolio, having spent two decades working in increasingly senior roles in the clean energy space. Ms. Dalstrom served as a former Senior Advisor at the Department of Energy immediately prior to joining BCS Allegient. She is also a former director at New Energy Nexus and a former program director at The Solar Foundation. She has held senior roles at Energetics and the World Wildlife Foundation and has worked with the Environmental Human Rights Campaign and the Peace Corps. Ms. Dalstrom holds a Master of Science degree in Environmental Management from Vrije Universiteit in Amsterdam, a Master of Public Policy and Administration degree from Rutgers University, and a Bachelor of Science in journalism and environmental sciences from the University of Florida.

Jeff Blair

Vice President, Energy Infrastructure & Security

Mr. Blair has 10 years of experience in business management, finance, budget, research, and reporting. He has directly supported budget offices across the U.S. Department of Energy (DOE), including the Office of Electricity, Office of Energy Efficiency and Renewable Energy, Office of Policy, and Office of Fossil Energy. Mr. Blair is the former Director of Research for Tandem National Security Innovations where he worked with partners from the Defense Advanced Research Projects Agency, Department of Defense labs, Department of Homeland Security, DOE, the U.S. Army, the U.S. Air Force, and many leading universities to identify emerging technology companies and to connect these innovators with national security research and development resources. Mr. Blair received his Master of Business Administration degree from the University of Maryland, College Park and his Bachelor of Science degree in Business Administration from the University of Scranton.
